Victorian Local Government elections are in October which means two big tasks are on the horizon for council staff: onboarding new Councillors and developing the next 4-year Municipal Public Health and Wellbeing (MPHW) Plans.  

The VicHealth Innovation Lab, facilitated by Health Futures Australia, will provide participants with insights, ideas, motivation and resources to boost Public Health and Wellbeing (PHW) across council's core business. Participants in the Innovation Lab will gain: 

  • Increased knowledge of contemporary approaches to leading MPHW planning and action across council and community
  • New ideas on strategy and innovation to use in everyday roles to boost public health and wellbeing
  • New capacity and capability in navigating public health and wellbeing across council
  • Support to guide and shape MPHW Plans and Councillor induction-introductions to Leading Healthy Communities

Who?

The Lab is open to Victorian council staff who have an opportunity in their work to influence new Councillor inductions, Municipal Public Health and Wellbeing Planning processes and implementation. This may be managers, team leaders or staff who lead public health and wellbeing in their Council. 

When?

The Lab will operate from 18 September 2024 to 25 March 2025.

There will be a requirement to complete tasks between labs. Depending on demand there is scope to run a second Lab stream.

Complete our EOI form and tell us about the top three challenges and top three opportunities for public health and wellbeing in your council.  

Notify your CEO or Executive about your intention to participate in the Innovation Lab. And note there will be one position available for each successful Council so please coordinate with your team to submit one EOI.

  • Guidelines for the assessment

    This opportunity is open to all councils in Victoria. The following principles will be used to assess applications:  
     

    • Equity: Applications will be considered through an equity lens, where additional information about the council capacity (for example, number of staff), geography (for example rural, regional, outer and inner metropolitan categorisation) and community demography (for example, SEIFA ranking) may be considered by panellists in forming recommendations. This will enable a fairer process that considers the context that applications were completed as well as potential benefits for the community.  
       
    • Capability and capacity: Applications should demonstrate a commitment from the council to participating in the scheduled lab sessions and undertaking project-based learning. Applications will also be considered through a capability lens, with those with less experience and confidence in MPHW planning receiving priority for participation in the labs.

About the program

How will the Labs operate?

The Lab will focus on learning, designing, testing and implementing a range of ideas and concepts to ensure public health and wellbeing is promoted and supported from new Councillor inductions to Municipal Public Health and Wellbeing planning and implementation.  

There will be a maximum of 16 Councils represented in the Lab.

The first session will focus on Lab set up, definition of purpose and learning goals, and immersion in insights on ideas for prototyping and testing for local government.  

A series of 7 further Lab check-ins will occur at three-week intervals over a 6-month period. Each check-in provides the opportunity to share insights and learnings about the innovation project that participants are working on and the journey from understanding the challenge, defining the problem, to prototyping ideas to test, and receiving feedback.

  • Expected outcomes for participating councils
    • Availability of up-to-date information and resources to support Councillor inductions and the MPHW planning to implementation process
    • Increased council leadership and profiling of PHW
    • A smoother transition to MPHW planning, informed by new insights and tools, and staff capability
    • A Leading Healthy Communities opportunity and legacy for the council

We're not doing it alone

This program has been developed from the insights and ideas provided by a range of stakeholders who were engaged in the Leading Healthy Communities consultation process. Stakeholders including Councillors, Council Executives and staff, VicHealth, the MAV, Department of Health, and community health have been co-designing a roadmap of learning supports and resources for local governments to boost PHW at this critical time in the Local Government sector.  Health Futures Australia is partnering with VicHealth to design and deliver this project.
